[Projects 2.0] :File upload - missing description validation

File upload in preprojects is missing the 100 char limit validation that is in production.

Steps to reproduce:
Preprojects
Upload document
Enter a > 100 char description
Click upload

Results
No action, looks like the action was cancelled, switching back to production shows the validation error as to why the file will not upload.
