Appointing tasks

We have several tasks that need to be completed by all our (12) users. Now we need to copy that task and assign it to each member individually. How about an option that the task owner is "all users". So you can choose "any user" for a task that anyone can do. You choose a team member for an individual task and you choose "all users" for a task that everyone has to do. It would autom. copy the tasks and add it for all users.
