The goal here is to create projects and then assign project templates to them after they are created. this used to be possible by associating a Layout with a Project Template to then pull the template (milestones, task lists, tasks) into these projects to create the relevant granularity. 

I cannot find where to associate Project Templates with a Layout. Currently we have 1 Layout and every Project Template is built using that layout so I'm lost as to where to make this association.
