Bug with embed report in HTML page

I embedded a report in an HTML page and the height sometimes doesn't show all the records. This problem only happens when I open the app for the first time and click on the page link, or if I refresh my window, and click on the page link. The report shows all of the records when I click on the link for the 2nd time. But I wanted to try something. Below is a picture of two reports that contain the same exact script.

These 2 reports contain the EXACT same script, but one shows all of the records, and the other doesn't. Again, this happens when I refresh the page and when I click on the page link in the menu bar of the app. When I click the page link more than once, both reports show all records. Why is this happening? If I keep having this problem, I would have to result to embedding the report via iframe. How would I do this?
