Can a new Zoho User (Zoho Account) be created via an API?

I am looking for a way to be able to create new Zoho users (Zoho account) from within my application. I.e. I have a process where candidates apply via a public zoho creator form. When I like the candidate, I just click a button "Accept" and I want zoho user account created for that user, the user emailed the account information and they start getting access to the relevant areas of the zoho application.

I have come across two conflicting posts with replies from Zoho support regarding my query -

This one - https://help.zoho.com/portal/en/community/topic/assign-user-to-a-group-via-api seems to claim that they are can create users via API and also assign uses to groups via an API.

Whereas in this one - https://help.zoho.com/portal/en/community/topic/is-it-possible-to-create-users-using-api, zoho support is indicating that there is no API to create users.

Has anyone created users using the API. Any pointers to documentation?
