Can't create package until Bill created?

Can't create package until Bill created?

I can't understand why we cannot create a package until a Bill is created?
We are having to created draft Bills to create a package when the item is received, but we may not have received a Bill from the supplier. Also, Bill # is required, but we normally don't have this at this stage.

Any advice?
