Cannot provide admin rights to my developer

I cannot provide admin rights to my developer. Can someone help?

When I go into my application settings I don't have any option to add admin rights. See image attached.

Please help as I'm wasting time with my developer and they too are getting pretty frustrated with the lack of access to help build my forms and capability.
