Creator API Error 2832: [application owner] parameter is not available in the request

I have a PUBLIC form and I am trying to add data to it via the Creator API.

Since the form is public, my call to the API is unauthenticated so I am passing in the zc_ownername in the call parameters. Yet, I keep getting the  2832: [application owner] parameter is not available in the request  error in the response.

BTW, I am passing in the authtoken and scope parameters in the call.

Has anyone run into this problem?
