Creator App Recommendations Please- can it do this?

I need to create a database Web app to be used both from a PC/Mac, iPhone and Android Phone.  It needs to be multiple user.  Users will pay a monthly fee to use the app.  Users will be able to look at just their data.

The app needs to provide a Wizard-like step through of a technical lab process and prompt the users for each step of the workflow for data to continue.  The app will ensure compliance with lab safety procedures and needs to be very simple for anyone to use.

How can I create this in Creator?  Recommendations?  Also- how can I make the interface look mobile-friendly for iPhone and ANdroid users?  Does Creator have any UI conventions to help?  For instance, I don't want it to look like a Windows app running on an iPhone.
