Enable report button based on field

I have added a button to one of my reports. I want this button to do something (open a URL) if there is a value in one of the fields.

It fires fine for the records where there is a value in the field "related ticket", but it also fire when there is nothing in that field. Here is the workflow;



What am I missing (and ideally I'd like the button not to appear if the "related ticket" field is empty.
