Form to user questions

Can you cc: only users on your account? I am assuming so and that we can only use the adminuserid. If this is the case, I would like to send a copy of a form submittal to zoho.adminuserid but to only one of my users, not both of them. How do I do this?

Also,
Is there a way to have a form submission land in a user's email box with a link that they click that sends back a verification that they received the form, or better yet a link to a page/form where they enter form data?

What I have is a form that I submit with hiring-and-or probation data that is sent to a user. This user's "signature" is required before payroll changes can be made. I would like them to receive the form data on the employee status change that allows them to click a link built into that form submission email. That link would then send them to a simple form that they check yes or no if they approve the change (along with entering a form verification code). When I get that approval back, I can initiate payroll changes immediately. (We obviously are located in separate offices!!)

Is this asking too much? :-)
