How do I transfer a user's contacts to another user.

How do I transfer a user's contacts to another user.

I have 4 users. One is deactivated. I want to add a user and delete the deactivated user. I don't want to lose the deactivated user's contacts so I would like to transfer them to me before I delete that user.
