How to add labels inside drop-down?

How to add labels inside drop-down?

When I view the data entered there is a drop-down box for filtering... It has un-selectable labels in it. I would like to add the same un-selectable labels to a drop-down box in my form.

I have attached an image with a screen shot of each drop-down illustrating my question.
