___How to "set Email Notification" in VIEW when in EDIT form

Hello,
When editing a FORM there is under "More Actions" the "set email notification" when data is submitted and an email is sent out automatically.  Can that be done in a VIEW when click on Edit and form pops up for data input... when that data is saved can an email automatically be sent out just as is in the "set email notification"?

I noticed the Views Configuration has "More Actions" but doesn't show "set email notification".  However, on the left panel under "Actions" / "Custom Actions" can I create a action/function that send automatic email any time a record is updated.  It appears that you only have "show action in view header" and "show action for each record" but neither would automatically send email notification when a record is updated via the View in Edit form.

I have an idea that might work.... I can remove the "Edit" option from the VIEW and instead create a "Custom Action" that would call a input FORM that does have the "set email notification" set up.  Is that possible and what Function would I use to call that FORM?
