I need help on how to connect and retrieve a record from another file that is located externally, on some website or network drive, without having to load the entire file into a table in my application?

Is it using API? examples would be very helpful.  I read the guide with GetUrl, etc. and that was somewhat confusing.  I would really appreciate some help on this.
