Modeling a Budget Sheet

Is there any advice available on modeling a two dimensional budget sheet? I am planning a sort of bid and budget management platform for jobs. Here is an example created in Excel:


The items in column A will be anywhere from 100-200 items and are NOT set by designer/contractor but by my company. Designers will be able to edit column B. Contractors will be able to edit column C and D. Administrators will be able to edit A, E, and F. I would like to emulate this look in both the form and the view. Is this readily possible with Zoho Creator?
