Multiple customers with multiple users at each site

Hello,

I am rewriting a program that I have been selling for 20 years and am wondering if I can use Zoho Creator to do it. What I have is multiple sites with each site having multiple users. I need the data from each site to be accessed by only that site but by multiple users at that site. Is it possible to do this using Creator and if needed the Customer Portal?
