Setting Report Criteria in the New App Builder

I cant believe we're back to this!!!!  I posted this months ago and a fix was implemented.  Now creating graphs is even more confusing than it was before.  Clicking on creating a chart and it takes you to the interface for creating a pivot table.  The worst part is that I desperately need to restrict user access to charts using the criteria established in the view which used to drive chart and pivot creation.  Using the filter on the chart doesn't do it because I have to create a chart for every user.  If you can set criteria when creating a view why not a chart?   Come on guys!  

There seems to be a serious oversight with the new app builder.  I have asked 4 different times now and keep getting stock answers so my hope is that I've overlooked something and maybe someone out there can assist.

With the old app builder,  charts and pivot reports  are generated from a View in which you could establish the criteria that restricted the data the user could see and work with.  Now that charts and pivot reports are based on Forms instead of Views, that criteria option is no longer available.  For example:  I have a Form called Site_Locations .  Within that Form is a multi select field called Authorized_Users .  The criteria for the view is Site_Locations.Authorized_Users.contains(zoho.loginuserid) and all charts and pivots based on that view have the criteria applied to them.  In the new app builder, there is no such feature since Views are no longer the driver.

To me, this is an easy fix.  Simply add the Set Criteria feature to the report builder.  Although, it does create more work since the criteria  would need to be established for views and for reports separately.
