Page is pubished and so is the report that it uses but can't view it without login

Page is pubished and so is the report that it uses but can't view it without login

I've been struggling with this all day, I have a support request open too but haven't gotten any traction. I have a page here that can't be viewed without login even though it is published:

The report that is in the page is also published. What is the issue?
