Problem with Tag list - doesn't display all tagged documents

Having problems with tag list which says there are 14 documents in that category, it has a 2nd page link - but when click on it it says 0 documents. they show up in the main list of documents but not in tags

How can I get more docs to display on a page or how can this be fixed
