Reordering tasks within the task list

Reordering tasks within the task list

Hello- I am having a heck of a time figuring out how I can reorder individual tasks within the task list. I have seen several posts that refer to going into the milestone section and somehow reordering them from there.. Here is my question: If I do not yet have a milestone (or do not use this function) can I still accomplish this?
