We have switched from premium to enterprise Project plan for reports across all projects.

Just now I have noticed that Manager role doesn't have a reports tab visible, but admin has. On the other hand, I am not able to give every person admin roles (it seems that there can be only  4 admins). How can I make reports available to non-admin users?
