several admin accounts

hi,
we are 2 partners in a project and everybody has the same rights and duties. if either one of us has more rights, the other feels less worth (e.g. my partner has the role of a contractor and is not allowed to create or delete categories). thus, it would be better if more users can have admin rights, or if the admin could generate individual user roles.

what can we do?
