Sharing an application

I have an application that has been shared to a user. In their Zoho account it shows in their shared application section. When they open the app it says 'You are not allowed to access this application.

The application is https://creator.zoho.com/bulla.training/bulla/share/edit/
The user with the problem is tracy@huntstream.com
It has been shared with development.
