Should Developer Role in Creator give you ability to "Edit this Application"

Should Developer Role in Creator give you ability to "Edit this Application"

I would like someone besides me, the Admin, to be able to edit a form in my Zoho Creator.  I thought making someone a "Developer" would do that?  But when they log in they don't see anywhere to Edit the application?
