Is there a way to show a bar, in a bar chart as the percentage of a constant value-threshold rather than just show a value of the bar itself?

IE, if I have a sales goal of 1,500,000 per day, and the bar chart shows the total sales sum of each day - is there a way to show the total sales percent based on threshold?

If the sales amount for the day was 750,000 - show 50% rather than 750,00 for that bar? 

In my case - the threshold is constant over the entire graph using one number.
