What is the cause of the expand/contract icon (+ or - ) sometimes being available and sometimes not.  Specifically (as shown below) This is a list of Tasks within a single Task List.  All three of the Tasks shown have 3 sub-tasks. Why do I have the icon and ability to expand and contract one of the task's subtask list and the other two are either stuck collapsed or stuck expanded?
