Unable to add a new user as a Manager

Unable to add a new user as a Manager

I am unable to add a new User as a Manager. The only two available options I always have to select are Contractor and Employee. I understand that I should have more than that.

Please see the screenshot of the list that I have to choose from.

I would very much like to be able to add at least one user per project as the manager.
