Unable to upload file

I am a manager on a project, and when I try to upload a file it acts like it's uploading. However, when the file list refreshes I do not see the "uploaded" file in the list, nor do I receive any sort of message indicating that the upload was not successful for any reason. I should be able to add files to a project if I'm a manager on the project, shouldn't I?
