I am having troubles making it so a user who is in a group can download a file that has been uploaded. They can see the link inside of a view, they can click the link but they do not seem to have access to download the file.

The user has the view and the form shared to them already.

The file upload is inside of a subform on the main record.  

What is wrong? is there something else i need to do? I don't want files to be public, I want a logged in user to be able to download any file they can see in the view.
