What are the permissions of a Standard User versus a Standard Admin

What are the permissions of a Standard User versus a Standard Admin

There seem to be many questions about admin vs standard admin and user vs standard user, but nowhere is there an explanation of what users can/cannot do versus admin.

I have an agency user who is preparing a mail campaign and saying she cannot assign a list to her newsletter.  Do I have to give her Admin permission to assign a list and send the mail?
