Deleting account deletes associated contacts

Unable to remove Junk Leads from All Open Leads
Hi, I'm trying to change the criteria of the "All Open Leads" view so it ignores leads I've marked as "junk", but when I enter the "edit" section I get the "choose columns" options (where you can add or remove fields from the view), but there is no option to add criteria to the view.
