554 5.1.8 Blocked email

Today I started getting messages for my outgoing emails that they were blocked. Not all of them, just some of them. I have seen that this happens if one has been sending inappropriate emails, too many emails, or has exhausted the space in their account, but I have done none to these. I also saw a suggestion that I clear this block using troubleshoot in the control panel, but what unable to find this option anywhere.

As of 45 minutes later, I have not received any reply from the support email I sent (which didn't have any trouble going through). And yet, still when I try to send a test mail to someone in my address book, that email won't go though.

What is this issue and how can I solve it? On my own would be nice, but if not, I would appreciate a little assistence so I can get some work done.
