Professional consulting/accounting firms typically are able to enter time without submitting it (similar to Zoho People). This would be very helpful to include in Zoho Projects.

For example, we submit our time every week. Time can be entered and reviewed daily without affecting anything. Once the time is submitted it is then entered into the project.
