Adding time stamp and user ID when entering notes

Hello

I have added a field called Character Notes, where I will write the Notes to assess candidates. When these notes are entered, I would like the notes time stamped and stamped with the user's name. I have tried to look through Setup, but I can't figure out how to have Notes time stamped and attached to a user.
