If an item that is part of a bundle is out of stock, no one knows that the rest of the items in stock are committed because it only takes it out of stock when the bundle is created.  It would be more accurate to be able to create an incomplete bundle so that if your remote staff knows the other items, tho they are physically in stock they will show how many are committed and that they are not available for sale.
