Ampersand in mailbox portion of contact address rejected.

An amersand ('&') as part of the mailbox portion of an email address is being rejected in the web contact manager. If you place chuck&b@example.com in the "Email Address" field you are prompted with the message: "Please Enter a Valid Email Address" on clicking save.

Per RFC5322 part 3.4.1 an ampersand is a legal email address mailbox ("local-part") character, and so should be supported in the contact manager.
