[Apparent Bug] Zoho Writer Does Not Keep Publish Settings and Secretly Reverts Back to "Within Organization"

I use Zoho Writer to create Web pages that are accessible by anyone on the Web.

Zoho Writer does not keep Publish Settings, and secretly reverts back to "within your organization." Secretly because the UI indicates it will continue to be "public on the Web," but not so, in reality. 

So when you modify the document and manually repblish it, you expect the new version to continue to be "public on the Web," but it will cease to be.

I've been burned so many times by this. Please fix it.
