Associating Candidates

Currently I'm only able to associate a candidate if the job opening is in progress. I have several job opening on hold and I'm still getting in resumes for these on hold or waiting for approval openings. I'd like to be able to associate candidates to a job opening regardless of the status. When those job openings change from on hold to in progress I'll be ready to go and not have to dig through resumes I put in a month ago.
