Billing in tenths, removal of closed projects?

Would it be possible to change the billing time to tenths of an hour? Many professionals round up to the nearest tenth for their time.

Also is it possible to remove closed projects from the list on the timesheet when you log time with out deleting the closed projects? As I accomplish more and more, I have more and more closed projects to wade through when I have to log time manually.
