Candidate "Import from document" link appears even without permission

The "Import from document" link appears on the Candidate page when the user has permission to use the Add-On Resume Parser feature. Users without permission will not see this link.

But if you click on "Import Candidate" on the Candidate page and enters the following page, the "Import from document" button appears. Clicking on it brings up the following page with the form and all but the operation will always fail.

This little error has caused confusion among our users and we hope the link can be removed.
