Cannot add more users

I have always had 5 users, and recently deleted one to replace him with someone else. After deleting, when I try to add a new user (still within 5 free), I get this message:

"Max user license limit reached. Please purchase/ugrade license to add more user(s) with mailboxes."

I would really appreciate some help.
