cannot send email. sending blocked

One of the mail users outgoing mail is disabled(smtp). and it shows as Outgoing disabled in red. When I try and enable it, I get the error message: Operation permitted for paid user(s) only.

domain waenga.com and the email user is georgejacob@waenga.com.
