2 quick questions.

Question 1.

Is it possible to have a conditional from a single cell change the entire row ?

Let's say for example if the column total hours is greater then 40 to have the entire row change color and not just that cell ?

If not is it possible to have conditional formating base another cell ?

Question 2

Is it possible to have conditional formating base on another cell value?

So let's say I want this to be red if the value is lower than the previous cell?
