conditional formatting not working when applied to range of cells

I am having a problem applying a conditional formatting to a range of cells.
I have 3 conditional formats. They are all Classic - Formula.

The formula is one of:

b3<today()
b3=today()
b3>today()

When I apply these conditional formats to a single cell (a range where start end are the same, e.g., Sheet1.B4:B4), then it works.

But if I apply it to a range, Sheet1.B8:B11, then it does not work.

I am going to share a sheet with you right now that demonstrates the problem. You can change the date and see it operate, or in this case, fail to operate.

I am using Firefox v99.0.1 and Windows 10 pro 20H2.
