Create a new user failed and now I cannot recreate user with the same name.

When I created a new user it failed for some reason. Now when I try and re-create the same user it tells me that I cannot create that user as it already exists but I cannot see the user in the user list.

I have also noticed that if I do try and create the user they appear in the invited user list.
