Creator Customer Portal on Zoho One account

According to the Zoho One Plan Details Page, the Creator Customer Portal allows "2 Customers/employee". This is a uselessly small number per employee. Is it right and if so then is there another way to get more customer slots then to pay $15/month per customer when stand alone creator works out to $0.25/month per customer.
