custom dialog box

Is there any possible way of creating custom dialog boxes with custom content within writer?

Scenario is it would be great to be able to provide Help links for various sections of the document
that would open in standard dialog box.

I have no idea how to do this in MS word either, so I may be out of my mind for asking.
