Delays on Send/Receive causing duplicates on IMAP

I seem to be getting delays on my users send receive using Outlook 2016.  Which seems to be causing duplicate emails to be created.

Example:

Item comes to Inbox, rule sorts email to a folder, or it gets deleted.  Another email shows up in the Inbox 1-5 minutes later.  This could be repeated a few times.

We noticed this issue starting around 2pm Central Time March 12th 2019.
