Documents uploading and notification
1) There should be away to upload a doc and then select users to notify its existence for their review instead of having to go to send a message to users. This should work like uploading a doc in forums where all forum members get an email with the doc
2) Docs uploaded in forums should be given an option to upload into the general docs so that it can be used at a later date, not only in the forum post
